Traditionally, personnel management preceded human resource management. Personnel management ,as per Flippo is defined as planning ,organising ,compensating , recruiting and maintaining of the people for the attainment of the objectives goals of the organisation therefore personnel management was very restrictive in nature which regarded human resources as one of the factors of production.
Though,human resource management has been evolved from the personnel management, but it is a broader concept. HRM is defined as recruiting, selecting, appraisal and development of human resource in the organisation. It’s one of the important and crucial objective is to place the right person on right job in right time.
Personnel management included the following objectives:
Planning the right number of people for right job to attain goals of company like wealth maximization
Organising the factor of production namely men
Compensating the employees for the work performed. Personnel management emphasised more on coercive techniques to get the objectives accomplished rather than positive rewards like incentives, motivation techniques etc.
Maintaining the employee using performance appraisal
Human resource management included the following objectives apart from the objectives mentioned above.
HRM ultimate goal was the development of human resources through career planning, providing growth opportunities to the employees, requisite training from time to time, motivating employees for ensuring their maintanence objectives.
It provides for humanization of the resource and states that HRM is not just the function of personnel managers but also the function of all managers at all levels. It developed as a philosophy rather than as a function.
Similarities between personnel management and HRM
1. Both are business Focus
2. Recruiting, planning, Selection , placement etc are performed by personnel management and HRM
3. Matching of job and people
4. Regarded as function of personnel managers and HR managers with line responsibility.
From the above points out is preceded HRM and HRM evolved as more humanistic in approach.
